Responsibilities

The Planning Department seeks to ensure high standards of development and the appropriate use of land in the district. This is achieved through the administration of the Council's Town Planning Scheme and Policies and forward planning initiatives.

Our Planning Staff are keen to assist residents and prospective developers with any queries they may have about or regarding the Town Planning Scheme and Policies and to discuss development proposals in their formative stage prior to formal application being made.

Planning Staff can issue most development approvals thereby minimising delays to the commencement of development.

Development Assessment Team

This team is responsible for the assessment of planning applications described above. The City's Planning Services determines most applications under delegated authority of the Council within within 6-8 weeks. Application processing times will take longer if a Council determination is required or involve public notification or referrals to State Government Departments. Council Meetings occur each month with the agenda set well in advance.

Development applications are referred to Council where neighbour objections have been received during the advertising period on some types of proposals or where the extent of discretion is outside the scope of the City's delegated authority.

The Planning team comprises, the Director Planning and Development, Principal Planner, a Senior Planner, three Planning Officers, Senior Planning Clerk and Planning Clerk, a Development Compliance Officer.

 

Strategic Planning Team

  • This team undertakes Council's strategic planning and land
    administration roles.

  • Strategic planning projects include:

  • Assessment and preparation of structure plans and re-zonings to guide future development

  • Management of revitalisation projects

  • Administration of the Council's development contribution plans

  • Implementation of Council's Commercial Centre Strategy

  • Local Planning Strategy preparation and Town Planning Scheme review.

    Land Administration projects and functions include:

    • Management of Council leases
    • Rationalisation of Council properties
    • Council initiated caveats, easements & covenants
    • Street naming
    • Street numbering

           Development Approval

  • Development approval is required for any type of development except for generally, boundary fencing, single house including ancillary outbuildings which comply with the Town Planning Scheme.

    The Town Planning Scheme is a document that guides the way this City grows and changes and it assists Council in day to day decisions about applications.

    If development approval is granted, it is usually subject to a range of conditions which must be met before the issue of a building licence being typically submission of a drainage certification and landscaping plan. You can download the Development Application forms from this site.
