Rockingham Road, Spearwood (between Phoenix Road and Spearwood Avenue)
The 2009 Phoenix Central Revitalisation Strategy identified the upgrade and beautification of Rockingham Road within the town centre as a key project to create a more attractive town centre environment by improving safety for pedestrians, cyclists, motorists and residents who seek access to the town centre. The proposal is to reduce Rockingham Road to one lane in either direction between Coleville Crescent and Phoenix Road, and reduce the number of right turn access for vehicles by installing raised median islands and three new roundabouts. The design will create a enhanced town centre environment, moderate driver behaviour as the speed limited will be lowered to 40kmph, and will also divert heavy regional traffic away from Rockingham Road to either Stock Road or Cockburn Road.
The upgrade of Rockingham Road between Coleville Crescent and Phoenix Road is an important initiative for Spearwood to help improve the Phoenix Town Centre in response to longstanding community and business concerns regarding the safety and appearance of the road. The Rockingham Road upgrade was identified as a key action of the Phoenix Central Revitalisation Strategy, adopted by Council in 2009.
- Enhance bus stop facilities
- Promote mixed use development along the western side of Rockingham Road
- Enhance the streetscape
- Reduce the negative impact of excessive signage along Rockingham Road
- Reduce the negative impact of excessive car parking and crossovers along Rockingham Road
- Improve street lighting
Improve connectivity for various transport modes including pedestrians and cyclistsImprove the amenity of the area.
The project is still in the design stage and detail design is expected to be completed by the end of the 2024/25 financial year. Land acquisition and relocation of some major underground services will proceed after finalisation of the Design, and it is expected the project will reach the construction stage in the next three to four years.
The City is upgrading the traffic signals at the Rockingham Road and Spearwood Avenue intersection, a known black spot for crashes. This project aims to improve safety for all road users through the following upgrades:
- Advanced traffic signals - right-turn lights that activate in sync with traffic flow. This will reduce collision risks by providing clearer guidance for drivers
- Enhanced pedestrian crossings - safer and more convenient crossings for pedestrians
- Cyclist-friendly design - the intersection will be upgraded with cyclist safety in mind.
These improvements will reduce crash likelihood, provide safer traffic flow, and help ease congestion during peak hours.
This project is fully funded by the Australian Black Spot Program, and is due for completion by mid-2025.
The City is undertaking a major upgrade at the Rockingham Road and Phoenix Road intersection, where the existing traffic lights will be replaced with a new roundabout. This upgrade is designed to enhance safety and streamline traffic flow for all road users. As part of the project, we’ll also be installing upgraded lighting to improve visibility for night-time drivers and pedestrians. Additionally, we’ll address safety concerns around accessing Grandpre Crescent from Phoenix Road, making it safer and easier for the community to navigate.
This project is funded by the State Black Spot Program and the City of Cockburn. Planning and design of the project will start in 2024-25, with construction due for completion in 2025-26.
This project is focused on enhancing safety and convenience for drivers, pedestrians, and cyclists. Key improvements include:
- New traffic signals with right-turn arrows for eastbound Forrest Road traffic, reducing congestion and improving traffic flow
- Upgraded pedestrian crossings and enhanced street lighting to boost safety for all road users
- Improved crossing facilities for both pedestrians and cyclists, making it safer and easier to navigate the intersection
- A raised platform at the intersection to encourage lower speeds and create a calmer, safer traffic environment.
This project is fully funded by the Australian Black Spot Program, and is due for completion by mid-2025.
The City is making key improvements at the Beeliar Drive and Dunraven Drive intersection with the installation of new traffic signals. This project will benefit:
- Drivers - clear, controlled traffic flow to reduce confusion and potential collisions
- Pedestrians - safer crossings with designated signal periods
- Cyclists - improved visibility and predictability when navigating the intersection.
The project will be completed in two stages:
- Stage 1 (FY2025): design of the new traffic signal system, focusing on traffic flow, pedestrian safety, and accessibility
- Stage 2 (FY2026): installation of the traffic signals.
This project is funded by the State Black Spot Program and the City of Cockburn, and is due for completion by mid-2026.
The District Traffic Study 2018 provides the foundation for future road network planning of the City of Cockburn. It does this in terms of setting road network upgrade priorities and providing a framework for ongoing analysis of the road network.
