How to submit a Planning Application
  1. Gather documents

    • Current copy of Certificate of Title
    • ​Site Plan, Floor Plan and Elevations to scale
    • Lots identified in bushfire prone ares
    • Detailed written statement 


    Ensure you read the planning application checklist below before you lodge your application.

  2. Apply for Planning Approval

    To lodge a planning application, you need to complete the following steps:

    1. Submit a Planning Application via eProperty

    2. Complete and upload all forms in the application package for planning approval

    If you have previously lodged a Planning Application use your login email and password for eProperty. 

    Please note - if you do not have a log in for eProperty, please submit your application online. 

  3. Fees & Charges

    Determination of development application (other than for an extractive industry) where the estimated cost of the development is:

    $12,633 + 0.123% for every $1 in excess of $5 million

    Planning Services Fees and Charges - Development

  4. Timeframe

    Your application will be processed within the statutory timeframe between 60 to 90 days (depending on advertising and the period of time for advertising as required), in accordance with Section 52 (2) of the Planning and Development (Local Planning Scheme) Regulations 2015.

How to submit a Subdivision Clearance Application
  1. Gather documents

    • Two copies of the Deposited/Survey Plan (Scale 1:100 or 1:200)

    • Payment of receipt of clearance fee

    • Copy of WAPC approval and plan.


    If applicable, please provide:

    • Payment receipt of developer contribution

    • Statutory Declaration for septic sewer systems and associated pipework

    • Satutory Declaration for bore holes and/or wells

    • Swimming Pool Compaction Certificate 

    • Two copies of Bond Schedule

    • Twp copies of Staging Plan

    • Geotechnical Report

    • Payment receipt of supervision fee

    • Payment receipt of Structure Plan/POS fee

    • Payment receipt of maintenance bond

    • Payment receipt of outsanding works bond

    • Drainage as-con

    • Legal agreements

    • Street tree planting or bond.

  2. Apply for Subdivision approval

    To lodge a planning application, you need to complete the following steps:

    1. Complete and upload all forms required
    2. ​Submit a Subdivision Clearance Application via eProperty.

    Subdivision clearances

    Not more than five lots

    $73 per lot

    More than five lots but not more than 195 lots

    $73 per lot for the first five lots then $35 per lot

    More than 195 lots

How to submit a Local Development Plan (LDP)
  1. Gather Documents

    The application must include:

    • A cover letter detailing the specifics of the local development plan

    • A scaled local development plan 

    • The appropriate fee being paid.

  2. Apply for Local Development Plan (LDP)

    To lodge a LDP, you need to complete the following steps:

    1. Complete and upload all forms required
    2. ​Submit a Local Development Plan Application via eProperty

  4. Timeframe

    Your application will be processed within the statutory timeframe between 60 to 120 days (depending on advertising and the period of time for advertising as required), in accordance with Section 52 (2) of the Planning and Development (Local Planning Scheme) Regulations 2015.

How to submit a Planning Application (MRS only)
  1. Gather Documents

  2. Timeframe

    • Up to 60 Days in accordance with MRS Clause 31. The City considers these minor applications and will seek to fast track these proposals.
  3. Apply for a Planning Approval (MRS Only)

    To lodge a planning application, you need to complete the following steps:

    1. Submit a Planning Application via eProperty

    2. Complete and upload all forms in the application package for planning approval
