Permanent Closure of Irvine Parade, Hammond Park

The permanent closure of Irvine Parade has been implemented following a State-level decision by Main Roads WA and the WA Planning Commission (WAPC). This closure supports Rowley Road’s designation as a major distributor route, enhancing its role as an essential east-west corridor.
 
It has always been the intention to close Irvine Parade at Rowley Road. This closure has been consistently communicated through signage and advertisements for new lots as they have been developed in the southern area of Hammond Park.

Construction timeline and planned works

To meet statutory requirements, a three-metre-high noise wall will be installed before final lot clearances, with construction scheduled for November 2024. The closure of Irvine Parade will follow shortly, with further works by the developer, including the completion of the noise wall and shared path connections, anticipated by early 2025.

Alternative routes

While Irvine Parade is closed, access to Rowley Road will remain available via Frankland Avenue and Barfield Road.

Future access and expansion plans for Rowley Road

Rowley Road is set to become a crucial link supporting the Latitude 32 Industry Zone and the future Westport Infrastructure project. As part of a broader initiative by Main Roads, Rowley Road will be widened and upgraded. Ultimately, the primary access point to Hammond Park will move further west, connecting to a new major interchange where the extended Hammond Road intersects Rowley Road.
 
Pedestrian and cyclist access will remain at the Rowley Road and Irvine Parade intersection, with a shared path leading to a designated opening in the noise wall, providing safe passage to Irvine Parade.
 
The City is actively advocating for Main Roads WA to prioritise the Rowley Road upgrade, recognising its potential to improve connectivity across Cockburn and deliver significant benefits to local neighbourhoods and employment hubs. While no firm timeline has been set for the upgrade, we encourage the community to voice their support for this project with relevant state politicians.

Local traffic considerations

The City of Cockburn will continue to monitor traffic conditions and address community concerns in line with the Local Area Traffic Management Policy. Proximity to the freeway can sometimes lead to disruptions, as seen with the recent tragic incident on the freeway. While these events impact the area, they are unfortunately beyond the scope of local traffic planning.
