City of Cockburn ratepayers enjoy one of the lowest levels of Council rates in the metropolitan area. It also delivers ratepayers value for money through high-quality local services and facilities for residents and businesses.
The cost of your rates varies in line with the value of your property - the higher the value of your property, the more rates you pay. Values are assessed on the basis of the annual rental income potential of each residence (gross rental value) which is reviewed every three years by the Valuer Generals Office, or on un-improved value of vacant land (reviewed annually).
Council uses the Valuer General's values to calculate the amount of rates due. Additional charges include your rubbish and recycling service, the emergency services levy, the mobile bin levy, surcharge to units within a complex and the annual pool inspection levy where applicable.

Your annual rate payments are due on 30 August 2024.
If you've chosen to pay in four instalments, following are the due dates:
- First instalment: 30 August 2024
- Second instalment: 1 November 2024
- Third instalment: 10 January 2025
- Fourth instalment: 14 March 2025
SmartRates lets you pay your rates in smaller, regular amounts throughout the year. Choose weekly, fortnightly, or four weekly payments. Using continuous direct debit, SmartRates also ensures you never miss a due date while eliminating the risk of overdue fees.

Pay online with Visa, Mastercard and American Express
Settle your rates online through SecurePay using either your Visa, Mastercard or Amex. You'll need your Property Number, located at the top right of your Rate Notice. Please enter only numbers, excluding any letters, dashes or spaces.

Pay through your online bank account with BPay
To pay via BPay:
- Log in to your bank account
- Select the BPay payment option
- Enter our Biller ID: 16212
- Insert the amount to be paid
- Enter the Reference Number from your Rate Notice
- Submit for payment.
Pay through Centrepay deductions
Centrepay is a voluntary bill paying service which is free for Centrelink customers. Use Centrepay to arrange regular deductions from your Centrelink payment. You can start or change a deduction at any time. The quickest way to do it s through your Centrelink account online.

Pay at Australia Post
You can make a payment at any Australia Post outlet with your current financial year's Rate Notice.
Pay in person at the City of Cockburn
Visit our office at 9 Coleville Crescent, Spearwood (
View Google Map), to pay your rates. We're open from 8:30am to 4:30pm, Monday to Friday. Don't forget your Rate Notice. We accept credit card or EFTPOS payments.
Go green and simplify your life with eRates. Register to get your rate notice via email. If you've chosen four instalments option, your instalment notices will also be sent via email.
