Seniors Security Rebate

Rebate overview

The Seniors Security Rebate is tailored to assist our senior residents in the City of Cockburn to improve the security of their homes. It provides financial support to eligible Senior or Pensioner Concession Card holders for installing a variety of security measures. The rebate aims to make homes safer and provide peace of mind for our senior community members.

Eligibility criteria

To be eligible for the rebate, you must:
  • Have a valid Pensioner Concession Card or Seniors Card
  • Live in the City of Cockburn
  • Be the property owner, an agent authorised to act on their behalf, or a tenant with signed consent from one of these persons
  • Use a licenced security installer.

Rebate amount and details

The total rebate limit per property is $200 per financial year, unless you are installing roller shutters where the maximum rebate per property per financial year is $300, or CCTV where the maximum rebate is $500 per property per financial year.

The dollar-value of the rebate depends on the item as detailed below. You can install and seek quotes on higher specification items or different style products to suit your needs; however, the rebate amounts will remain, regardless of the final cost.

Subsidy amount per item

  • CCTV (licensed installer): $500
  • Roller shutters: $300
  • Home intruder alarm: $200
  • Security screen door: $100
  • Sensor light: $45
  • Door deadlocks: $40
  • Security window screen: $40
  • Door viewer: $20
  • Keyed window locks: $20

Examples of how the rebate is applied

  • Scenario 1: Sally plans to install eight security window screens in her home. Each security window screen is eligible for a $40 rebate. However, despite installing eight screens (which would total $320 in rebates), Sally will receive only up to the household maximum rebate limit. In her case, this limit is $200 for general security installations. Therefore, Sally's rebate will be capped at $200, not the total $320.
  • Scenario 2: John installs a security screen door at a cost of $100. He receives a rebate of $100, matching the cost of the door, as the rebate is capped at the actual expense up to the fixed amount for each item. The rebate does not automatically increase to the maximum limit of $200; it is directly linked to the actual cost of the item, up to the fixed rebate amount.

When and how to apply

Applications are open from 1 July to 31 May each year, unless allocated funds are exhausted prior. 

To apply:
  1. Obtain quotes:

    • Obtain up to three itemised quotes
    • Only use a licensed security installer
    • Specify that you are seeking a quote under the City of Cockburn Seniors Security Rebate
    • Choose the items and service provider you wish to use
    • Record the final quote from the selected licensed security installer.
  2. Complete the work:

    • Have the work completed by the chosen service provider
    • Pay the service provider in full for the work done
    • Obtain and keep an itemised receipt from the provider (ensure the date on the receipt is within the current financial year).
  3. Lodge your application:

    • Complete Section A, B and C of the form below
    • Attach the itemised receipt and invoice to your application form
    • Post your completed application form between 1 July and 31 May to: Seniors Security Rebate, City of Cockburn, PO Box 1215 Bibra Lake DC WA 6965.
Apply for Rebate

Rebate processing:

  • Once your application is received, the City of Cockburn will review it and inform you of the outcome, including the rebate amount
  • If approved, the rebate will be paid directly into your nominated bank account
  • Please allow six to eight weeks from the date of approval for the rebate payment to be processed.

Limitations and conditions

  • The rebate is only valid for expenses incurred within the current financial year.
  • ​The work must be completed by a licensed security installer.
  • Applicants cannot resubmit previously approved receipts and/or invoices.

  • Applicants must have a valid pensioner’s or senior’s card and reside in the City of Cockburn.

  • Applicants, who rent, must have the permission of the home owner, prior to installing any security items.

  • All service provider's must hold a valid security license.
    Rebate amounts apply to each residential property i.e. one rebate per household per financial year.
