FAQs

How did the City decide the location and facilities?
Through many years of investigation, studies, and consultation the need for greater recreation facilities in the Western suburbs of the City of Cockburn was clear.

Additionally, using the former Roe 9 highway reserve to create a new state-of-the-art facility in a location of high urban infill will serve the growing population.

Consultation included:

  • Community, Sport and Recreation Facilities Plan 2018-2033
  • Wally Hagan Project Needs Analysis 2024
What will happen to the current Wally Hagan Basketball Stadium?
The current stadium will stay open during the construction of the new facility to enable play to continue. It will then be refurbished and integrated into the new building.
Will the size and scale of the building fit into this area?
Careful consideration of the design has conceptualized a new building consistent in scale and height to the retail precinct adjacent. For example, similar height to Scarvaci’s IGA. 
Is there a green corridor included in the design?
To include environmentally conscious design in this former Roe 9 highway reserve, a green corridor on the east of the site has been included. This will connect into the Roe 9 road reserve, connecting into Dixon park at the north and will be complemented by additional tree planting at Dixon Park.  Enhancements to the park will be subject to further consultation. 
What about parking?
The concept design includes an additional 314 bays, which will adequately service the day-to-day needs of the facility.
Specific parking management plans will be in place for defined Basketball match days. Match events occur approximately 13 times per year and are planned to minimize local impacts.
What consultation has taken place so far?
Consultation has been undertaken with current and potential user groups. This has included the current tenant of Wally Hagan Stadium, the Cockburn Basketball Association (Cougars).
Consultation was undertaken through the development of:
  • Western Suburbs Sporting Precinct Study – October 2018
  • Community, Sport and Recreation Facilities Plan 2018-2033
  • Community Infrastructure Plan
Additional community consultation will occur in the coming stages of the project as we move beyond concept design.
How much will it cost?
The project is expected to cost approximately $60 million, with funding anticipated to be shared between the three levels of government at the Federal, State, and Local level.  

Following years of significant investment into this project by the City of Cockburn, and a successful advocacy campaign, a $20 million WA State Labor election commitment has been secured. The project still needs Federal funding in order to proceed.
Does the site have Aboriginal Heritage?
Following a cultural heritage study of the area surrounding Dixon Park, Aboriginal heritage sites were identified including Midgegooroo’s campground and a possible massacre site.

This information led to a relocation and redesign to intentionally avoid intrusion near the identified sites.
The proposed facility location,  previously designated as a highway reserve, and currently includes a stormwater drainage sump has already been disturbed by various infrastructure developments over a number of years.

In recognition of identified sites at Dixon Park (to the north of the existing facility), the City has been working with First Nations representatives to conduct a healing ceremony. 
 
When can I use Wally Hagan Redevelopment?
The new Wally Hagan Redevelopment can move forward to construction with support from the State and Federal Governments. This project is well advanced into the design stages.
