Southern Suburbs

The Southern Suburbs District Structure Plan guides development and subdivision in Success, Hammond Park, Atwell and Aubin Grove. The Plan is in its third stage and covers a section of Hammond Park. Included in Stage 3 is Hammond Park High School, which opened for students in 2020, and the recently announced new primary school to be constructed in the western part of Hammond Park, for an expected 2024 opening. A planning control area has been declared for the Rowley Road alignment between the Kwinana Freeway and the coast.

Southern Suburbs District Structure Plan overview and location

The Southern Suburbs District Structure Plan (SSDSP) covers subdivision and development in Success, Hammond Park, Atwell and Aubin Grove.
The District Structure Plan is now in Stage 3 (SSDSP3), which is the remaining area of development and covers Hammond Park west of the Freeway and south of Gaebler Road.

Status of the Southern Suburbs District Structure Plan

In December 2015, Council adopted amendments to the SSDSP3. A number of local structure plans in the SSDSP3 area have received endorsement from the WA Planning Commission. All endorsed Structure Plans can be viewed on the City's online mapping system,[via the 'Online Mapping' button on the left of the screen.

Planning control area No. 156

The Minister for Planning has declared an approved  Planning Control Area over the proposed Rowley Road alignment between Kwinana Freeway and the Coast. The Planning Control Area will protect the proposed road and rail freight transport access corridor of Rowley Road, between Kwinana Freeway and the coast. The Planning Control Area is created to ensure that no further development occurs on this property, which might compromise this purpose until it becomes reserved in the Metropolitan Region Scheme. The declaration will remain in effect for five years from the date of publication of this notice in the Government Gazette or until revoked by the WAPC with approval by the Minister, whichever is the sooner. When do I need to prepare a local structure plan?

You must prepare a local structure plan within the Southern Suburbs District Structure Plan area before you can progress to subdivision. This plan will need to be approved by the Western Australian Planning Commission (WAPC). The WAPC is responsible for processing and approving Structure Plan applications, and the City provides an advisory role.
