The Coolbellup Town Centre development is guided by a local structure plan. The vision for the future town centre is that it will include a mix of housing densities and commercial and retail activity.
The Coolbellup Town Centre Local Structure Plan (LSP) provides the framework for the future development of the Coolbellup Town Centre. An amended LSP was approved by the WAPC in September 2016, providing for the Woolworths store, specialty tenancies and separate multiple dwelling development. It includes R80 coded residential development, a mix of commercial, retail, landscaping, car parking and a central pedestrian boulevard. The LSP was prepared on behalf of the proprietors of the Coolbellup Hotel site, but covers the whole Town Centre.
The City continues to work with owners of the remaining portion of the town centre to encourage them to self-fund further studies of redevelopment options.
In 2001, the Department of Housing and the Department of Planning undertook a joint planning study of the Coolbellup Town Centre. This included an Enquiry by Design community consultation workshop, which investigated options for the redevelopment of the underperforming Coolbellup Town Centre.
A number of different options and proposals were prepared by commercial consultants, Syme Marmion and were presented to Council in December 2007, with resolution to seek community, landowner and tenant feedback. This consultation was undertaken from November 2008 to January 2009, and analysis of the submissions and the issues relevant to the project were presented to Council in July 2009.
At this meeting the Council concluded that due to financial risks, the City should not resume the land or proceed any further with the project, but rather encourage the owners to self-fund further studies of redevelopment options.
On 7 March 2024 the WAPC granted an extension of the Coolbellup Town Centre Structure Plan which will expire on 19 October 2027.
