Developers are responsible for providing telecommunications infrastructure in their developments. To provide this infrastructure, they need to contract a carrier to install telecommunications infrastructure in their new development.
NBN is the infrastructure provider of last resort in larger developments (100 lots or more). This means NBN is obliged to service the development on commercially agreed terms if you apply to NBN. Telstra is the infrastructure provider of last resort in smaller developments (less than 100 lots) until NBN publicly identifies an area as ‘ready for service’ in its fixed line rollout region. Developers are asked to apply at least six months before the required date of service, to ensure a connection is ready when residents move in.

Business Fibre Zone for Cockburn Central Business District
In response to the City's request, NBN is establishing a Business Fibre Zone (BFZ) in the Cockburn Central business district, encompassing all or part of the suburbs of Cockburn Central and sections of Success, South Lake, Jandakot, and Yangebup. The zone will provide businesses in the area with access to top-tier, business-grade fibre connectivity, expediting the growth of Cockburn Central and fostering a dynamic business ecosystem.
Through the establishment of a BFZ, the City aims to elevate local businesses, attract investment and equity, foster innovation, and cultivate a prosperous and sustainable community. The BFZ aligns with the digital transformation of businesses and supports the ongoing expansion and development of Cockburn Central as a pivotal economic and social hub in Perth’s southern suburbs.
Cockburn Central caters to a diverse range of economic and community needs, serving an estimated population catchment of 280,000. The new BFZ in the Cockburn Central business district will cover an area of 8.4 square kilometres and cater to more than 1,200 individual businesses. Many of these businesses are sole traders who stand to benefit greatly from the BFZ's provisions.
With the inclusion of the BFZ at Cockburn Central, the City of Cockburn will have a total of five BFZs spread throughout its vicinity. Together, these zones will serve approximately 70 per cent of businesses in the City.
