The Phoenix Revitalisation Strategy was adopted by Council in 2009 after extensive community engagement, covering parts of Spearwood and Hamilton Hill within the catchment of the Phoenix Town Centre. Key aims included:
- Guiding changes to residential codings (rezonings) to provide opportunities for different housing to meet current and future needs and help meet State Government infill targets.
- Identifying infrastructure and public realm improvements to support growth, including streetscape improvements, traffic improvements and park upgrades.
- A framework to support improvements to the Phoenix Town Centre.
Residential codings were changed in 2010 and the City has continued to undertake public realm improvements throughout the area in accordance with the Strategy (see ‘Completed Projects’ below).
The City is working on plans for a major upgrade to Rockingham Road between Phoenix Road and Coleville Crescent to create a green, tree-lined town centre boulevard. The concept plan proposes to reduce the road to one lane in either direction between Coleville Crescent and Phoenix Road – this will slow traffic, improve safety and beautify the road.
The City has engaged Engineering consultants who are currently developing the detailed plans based on the concept plan adopted by Council. When these draft plans are finalised, they will be advertised for community consultation, likely to be in 2024.
The City’s draft Local Planning Strategy proposes the preparation of ‘Local Area Plans’ to identify actions to enhance the City’s established suburbs.
For the existing revitalisation strategy areas this will involve reviewing the recommendations and updating the Strategy into a ‘Local Area Plan’.
The scope of ‘Local Area Plans’ is yet to be determined, but they are likely to look at:
- Enhancing a green, leafy streetscape character
- Supporting more sustainable and active transport options
- Improving safety and security
- Supporting Activity Centres to become hubs for the community
At this stage the City is awaiting the Western Australian Planning Commission (WAPC) approval of the Local Planning Strategy. Once this has occurred, the City will prepare a scope and prioritisation plan for ‘Local Area Plans’.
This will clearly identify the scope and process for community engagement, and will also prioritise their preparation and implementation, recognising there are suburbs that have not been subject to a revitalisation strategy.
