Question: What stage is the Rowley/Lyon Rd intersection Black Spot Program project at and when is it due to be completed?
Answer: 
The City has submitted a proposal to Main Roads WA (MRWA) for the signalisation of the Rowley Road and Lyon Road intersection, which would upgrade its current roundabout treatment. The City is awaiting a response from MRWA.
 
The intersection straddles the shared City of Cockburn and City of Kwinana border. The proposal for signalisation is an outcome of discussions between the two local governments concerned, as the original Black Spot funding proposal to upgrade the roundabout was unlikely to solve traffic issues at the location.
 
The City of Cockburn declined the 2021-2022 Black Spot funding, to prepare an alternative upgraded proposal.
 
Should the City be successful in receiving ‘in principle support’ and ‘endorsement’ from MRWA, it will submit a funding submission to the State Black Spot Program in coming years.
 
If these two stages are successful, the third and final stage of the submission process is to seek MRWA approval for a detailed design, before construction can begin.
 
If all three approval levels are obtained construction could begin within the 2026-2027 or 2027-2028 financial years, depending on funding availability.
 
The state determines its approvals timeline, and each stage can take up to 12 months to be finalised.
 
Much of the funding for local government road improvements comes from the State Government through grant programs. State Government funds, like those provided by the Black Spot Program, complement local government funds and resources to deliver projects.
