Community Infrastructure Plan 2024-2041

The City of Cockburn's updated Community Infrastructure Plan (CIP) provides a strategic framework for delivering sustainable, multi-functional infrastructure to address service gaps and meet the needs of a growing population.

Previously called the Community, Sport, and Recreation Facilities Plan (2018–2033), the CIP reflects the City’s long-term vision for infrastructure development over the next 17 years, with 26 major projects and five planning studies prioritised through a rigorous needs analysis. These projects have been selected following a rigorous needs analysis and are prioritised based on the City's greatest community need.

Higher ranking proposals include the Hamilton Hill Community Centre, the Coolbellup Community Facilities Master Plan, the Yangebup Community Centre and Nicholson Reserve Master Plan, Community environmental groups storage and Dalmatinac Park and Lucius Park Master Plan.

Additionally, the plan calls for detailed planning studies to assess specific infrastructure needs, such as the Arts and Culture City-Wide Needs Assessment, Youth Infrastructure Plan, Seniors City-Wide Needs Assessment, Trails Master Plan review and Tennis Infrastructure Needs Assessment which will guide future investment in facilities and ensure equitable access across the City. Funding for these projects will come from a combination of internal resources, external grants, and partnerships.

The Draft CIP was initially presented to Council during the Ordinary Council Meeting on Tuesday, 11 June 2024, where it received endorsement. Following a public comment period that invited community feedback, the final version was presented to Council on 12 November 2024, where it was officially adopted.

Community Sport and Recreation Facilities Plan 2018 - 2033

Note: This plan has been superseded by the Community Infrastructure Plan (CIP) 2018 - 2033.

The City of Cockburn Community Sport and Recreation Facilities Plan (2018 – 2033) aims to provide strategic direction and guidance in the provision of community, sport and recreation facilities across the City.

The City has experienced a significant level of population growth and expects this to continue over the course of the next 10-20 years. This growth presents a number of challenges to ensure the needs of the community are met and as such, the Plan provides the strategic framework of provision over the course of the next 15 years.

The projects listed in this Plan are funded through a variety of ways, including municipal contributions, developer contributions, community organisations and external grants. The implementation of all community, sport and recreation facilities will also continue to be subject to Council’s annual budget deliberation process and dependent on the City’s ability to leverage Council funding with external funding sources.
 
The plan was finalised by integrating the outcomes of the Western Suburbs Sporting Precinct Study, and adopted by Council in December 2018. A review of the plan is scheduled for the 2021/22 financial year. The review will include but not be limited to, a revised City-wide needs assessment, community consultation and engagement, the prioritisation of projects as well as the City’s ability to resource projects through human and financial resources.

Western Suburbs Sporting Precinct Study

The purpose of the Western Suburbs Sporting Precinct Study was to explore the potential development and redevelopment options for sports facilities in the City’s western suburbs to cater for future anticipated growth. The Study identifies a coordinated approach on future facility and reserve provision, by undertaking research, consultation and analysis with a view of increasing use and capability of the following sites:
  • Beale Park
  • Lucius Park
  • Dalmatinac Park
  • Davilak Oval
  • Dixon Park and Wally Hagan Basketball Stadium
  • Edwardes Park and Watsons Oval
  • Santich Park
  • The proposed Cockburn Coast Oval.
The outcome of the study provided site master plans for each site and the estimated cost in 2018/19 figures. The study was approved by Council at the October 2018 Ordinary Council Meeting and the information will be used to inform with the City’s Community Sport and Recreation Plan and wider Integrated Planning Framework.
