Latitude 32, formerly known as the Hope Valley Wattleup Redevelopment Project is a significant industrial redevelopment project which covers part of Wattleup and Munster in the City of Cockburn, and Hope Valley in the City of Kwinana.
The redevelopment project is being coordinated by the State Government’s land developer, DevelopmentWA, but includes privately owned lots, including the Cockburn Cement site in Munster.
Structure Plans
Under the
Hope Valley Wattleup Redevelopment Master Plan, the preparation and approval of a structure plan is required to coordinate subdivision and development within Latitude 32.
Unlike with structure plans for areas subject to a local planning scheme, structure plans in Latitude 32 are submitted to DevelopmentWA rather than the local government. DevelopmentWA are responsible for undertaking public and stakeholder consultation, with the Western Australian Planning Commission (WAPC) responsible for assessment and final determination. The City’s regulatory role is limited to providing comment during the public consultation period.
Subdivision
The WAPC is the responsible authority for the assessment and determination of subdivision applications in Latitude 32. The WAPC is required to refer all subdivision applications in Latitude 32 to the City of Cockburn, where these are located within the City’s boundaries.
Development Applications
In 2011, the WAPC delegated responsibility for assessing proposed development (including land uses and temporary approvals) within its portion of Latitude 32 to the City of Cockburn, with the requirement to refer all proposals to DevelopmentWA for comment.
The City considers comments from DevelopmentWA with due regard, so it is important that development is consistent with the vision for the area as prescribed by the Hope Valley Wattleup Master Plan.
Redevelopment of Cockburn Cement
In September 2022, Cockburn Cement announced its intention to redevelop up to 35 hectares of its site in Munster for light and general for industrial purposes, due to the relocation of some of its operations to Kwinana.
To facilitate the proposed redevelopment, Cockburn Cement will be required to submit an amendment to the Hope Valley Wattleup Project Area Master Plan and prepare a structure plan for the site. DevelopmentWA will be responsible for undertaking public and stakeholder advertising for a Master Plan and structure plan.
